Highland  Council 5-14 Reading Programme

The Highland Council 5-14 Reading programme has been drawn up by a number of colleagues from various schools across the authority.

For consistency across the authority, it is expected that schools will use the new 5-14 reading programme within their schools or have an equivalent programme that meets the 5-14 attainment targets.

Schools should decide on the best way to use the programme and can customise it to suit their own circumstances, as the programme has been designed to make it as flexible as possible.

The reading programme has been written taking account of best practice in the teaching of reading and emphasises the link between reading and writing. The reading programme recommends the use of ‘big’books/shared texts to teach and model many of the features and structures of both reading and writing texts. The use of ‘conferencing and trio’ work that has been successful in the North Lanarkshire model for writing has been extended into the teaching of reading. There are also clear links to the Listening and Talking programme.

The programme follows the principles of using the processes of before, during and after reading activities and skills to assist pupils in reading for information.  This may require school based support and CPD for staff.    Many of these principles of the teaching of reading have been incorporated into 2 teaching packages from North Lanarkshire Council ‘Another look at Reading’ and ‘Reading for Information’ (see resource list).

The programme has been developed so that it can be used as a medium term forward plan. The 5-14 targets for each strand at levels A-E have been broken down into more specific targets for learning and teaching purposes. It is not proposed that individual pupils will be assessed on each criterion.

In most cases there would be no requirement for comments to be written about average pupils who have attained the criteria.

The section for ‘next steps for learning and teaching’ could include comments on:

  • further work to be undertaken

  • pupils/groups who have not met/overtaken the assessment criteria

  • how teachers may adapt teaching and learning tasks in the future

  • areas to be reviewed/reassessed

  • pace of learning

  • other agency involvement

The programme has a number of activities that can be undertaken but teachers are not expected to undertake every one that is listed. However teachers are expected to cover all the main 5-14 targets.

It is suggested that teachers highlight the assessment criteria, activities, assessment evidence and resources they will undertake, either electronically or on paper.

Suggested resources have been included and wherever possible the sources for the resources have been identified.  Schools should amend the resources column to suit their own circumstances. To assist teachers in delivering the programme there is a bank of support materials on the website.

Schools may wish to record further details of the activities in their daily/weekly plans e.g. the specific resource, whether class/group/individual activity etc.
